FBI contractor prevented from disclosing email investigation info to congress by? THE FBI

During Clintons email investigation, the contractor supporting Clinton and/or its investigation was forced to sign a NDA (non disclosure agreement) by the FBI to prevent the contractor from sharing its information with Congress (which congress has requested).
So the FBI has been working actively to prevent Congress from doing its job as oversight.
How in the hell is this even possible?
Did anyone else catch that segment?

I'm a federal contractor and signing NDAs is SOP and we don't sign them to prevent us from talking to Congress.
