A lot of the texts I've read so far are just opinions about various people, but this one appears to be very serious.

Phone companies have data stores of all our texts for a certain time period, by law. Maybe the Patriot Act mandates it? Something like that. One of those types of laws.
The Office of Inspector General, in the course of investigating all the "Investigations" subpoenaed the phone company for the records of a whole bunch of people's texts and phone calls.
And apparently, somebody either in the OIG or Team Trump, has leaked the texts to the media.
At least that's the logical assumption.
