Is the "district" she's talking about, not D.C.? The same D.C. that doesn't honor the permits of any other District or State? If so, it sounds to me like she's just quoting the laws on the books as written.
Either way, the Second Amendment was meant to be a universal protection against the infringement by Federal Government AND State Governments on US citizens' GOD-given rights to have and bear arms. It calls into question the efficacy of the Second Amendment in the first place. It already exists in a state of infringement in every way possible, making it paradoxically anomalous.

Yes I have plenty of knowledge on it. The Bill of Rights are a collection of defenses for citizens of the United States. Has nothing to do with the powers of the govt. Has everything to do with the powers and rights of the citizens.
