Not saying it is this time, but I seem to recall a parliamentary procedure where voting against a measure allows you to bring it back up at a later date if you choose.
Can’t remember if it’s house or senate protocol, but I do remember that being employed before.

Incorrect.
We could do away with all the fraud and waste and as long as we still had SS/Medicare and a decent military budget, we'd still be running a deficit.
I suggest looking at a pie chart of the federal budget sometime. Could be very eye-opening for you.
