not to hijack but a question I don't have the answer to.
When banks securitized all the home loans and some organization put their seal of AAA approval on them, did this benefit the borrowers, current or future in any way? did consumer / home loan interest rates drop?
who's to guarantee that if my savings are securitized, that I will see a benefit? (i.e. better rates)
Also if my money is in, say, a CD, All I want is to get the return promised at the end of the term. I have no say and don't really care what the bank invests the money in, as long they hold up their end of the bargain. I have a hard time believing there's 10 gazillion Euros in non interest bearing accounts. If that money is not being invested in Europe, isn't that an issue with the banks and not the public?

She mentioned 10 trillion Euros remain at citizens hands via their personal deposits. And, shockingly, in foreign countries outside of Europe.
I'm no genius, but if a Globalist regime was trying to make me a second class citizen to Muslims, and create laws which prevented my criticisms of said such dangerous class of people, I'd probably have my $$$ at my own personal disposal too out side of said regime.
If they can take away your Rights and give them to immigrants, what more would they be willing to do with your money?

No. If there was/is a benefit it would be, perhaps, that more loans can be made. Which is really the point.
The idea of securitizing bank loans is to get the loans off the ledger and free up more capital for the banks to invest.
To be fair, I don't think anyone is remotely suggesting a move to a pre-2008 U.S. style system. But Europe definitely wants to free up the ability of banks to make more economic development/capital projects loans.

Not sure if you misspoke - but no one's savings is being securitized, the proposal wants to see an increase in securitizing loans. This would presumably benefit the average citizen by having banks invest more in the country and thereby increase economic development.

Many countries in Europe do not have the sort of investment vehicles (particularly retirement investment vehicles) that we have in the U.S. So they have a relatively large amount of savings just sitting in low interests savings accounts. The idea is that if the EU can get countries to adopt more U.S.-style investment vehicles then people will move their savings into them to some degree.

I would say it is an issue with the financial systems themselves, not so much the banks. The banks are just following the rules.

What is odd is that you and others cannot see that this is the leader of the EU explicitly stating that there are limits to globalism. This is an anti-globalist proposal. It is nationalistic. Although, to be fair, it is intra-European nationalism, the kind the French, and to a slightly lesser degree, the Germans push.
This is a clear recognition that Europe cannot rely on global partners and cannot be beholden to global events that might bottle up energy or other vital trade.
