Not sure how voting by phone would work.
But using your cell phone definitely could work. If it is secure enough for banking, why not voting? I can do pretty much everything on my cell phone as I can in person at the bank.

We should get rid of the EC and vote by popular vote.
Most importantly, is to get the money out of politics. At most 1K per person per candidate.
Millions/billions for each elections is disgusting
When that could go for actually fixing issues.
