Adoption is by its nature risky. Offspring being raised by anyone other than their biological parents is something we should avoid if possible.
We should minimize the risks if it's the only option.
One way to do that would be to have all pertinent information about the prospective parents.

I would think it is part of a meta-strategy to exhaust the left more than anything else (assuming that tweet is correct).
