Normal, standard operating procedures and systems of accountability are sorely inadequate in our government system. Waste, abuse, and zero oversight or accountability are the order of the day with this clown show.

Because many of them think they're an untouchable and protected group. There’s one particular TikTok account (llamallamastuff or something like that) that’s apparently run by a Fedgov IT employee using puppets in her video, and most of her stuff post-election seems to be tutorials on how to get away with insubordination via something she calls “Malicious Compliance”. There’s probably legions like her working behind the scenes. I get the impression these people despise the public when they vote wrong. Lots of complaining in her stuff about stripping DEI language and pronouns too, so yes, Virginia, its seems our Federal workforce is staffed by people that despise you and think they should be unaccountable to elections and voters both.

There is a chain of command.
Their boss is a supervisor, who is then supervised by a manager...who can then be supervised by a Director. That director then reports to the agency head or even in some cases a deputy department head to department head.
Then when you have all department heads who are directly appointed by the President, then independent executive agencies.
ETA: could this all be simplified? Hell yeah that'd be awesome but this is generally not a quick process because of various CFRs and public laws
This is an extremely simplified version of how things work.
I guess the best example in the private world would be a multinational corporation...or conglomerate.
