I already explained it. As staff at the hospital we are REQUIRED to work 2 weekends out of the month and some major holidays. As Agency I am NOT REQUIRED to work any set schedule. I basically work when I want to. I was working that weekend because we had friends visiting the following week and I wanted to be off that week. That is the beauty of being Agency. Now stop lying NAFO troll before you have a mental breakdown like your buddy Owl

Again it depends on what the appropriations language says. Usually agencies through the OMB are given a lot of leeway.
If a party feels like they are harmed then they can sue in the judicial branch. It’s how our government works.
