I don't know enough to know whether that content in Signal is a problem. I think it's definitely true the recklessness of Goldberg being in the chat was the biggest issue.
Trying to be as objective as possible, it's probably a pretty egregious issue to share those "plans" with a journalist that hates the administration (and the country FWIW). I think practically, the risk/impact is negligible, so it's really a breach of opsec in a more academic sense, but it's still a meaningful breach.
In short, the administration should downplay, make fun of Goldberg and move on quickly, and then quietly take serious action internally, which is probably already happening. I don't care who is punished or how, but it's a pretty serious screw up. It's just not something I'm willing to argue with the left about considering they are completely disinterested in the massive, impactful lies their folks have sold to the country in recent years.

It sounds to me like growing pains/competency issues coming from a combination of an administration filled with a lot of folks new to government (a good thing) and government/opsec/etc. protocols (maybe not a good thing) and the use of a less protocol-driven platform for communication than I assume is often used (Signal).
I'd guess there wasn't a nefarious motive here, but it's not impossible.

It is. The Signal protocol is secure enough, but you're still left with other security problems like access vulnerabilities, repudiation, spearphishing, etc.
That's why it's approved with limitations. Nothing that could be considered remotely sensitive should be discussed there. They have classified devices for that shite. They were just being lazy.
