Yes, and no. There is nothing arbitrary about ignoring the Cuban Missile Crisis, which almost everyone agrees was the closest the US has come to nuclear war in the nuclear age. The clock moved 10 whole minutes away from Armageddon during Kennedy's presidency. Propaganda.
