Trying to benefit in some way due to a tragedy brings up two things for me.
One, it's despicable and insulting to those families directly involved. Almost like whoever is behind the billboard is laughing at and blaming the victims.
Two, the conspiracy theorist in me seeing someone trying to gain From this makes me think that someone or some group was behind this tragedy.
