Yeah, it was called Social Autopsy.
It's since been taken down but reportedly gathered information on 20,000 people before it was killed.
Essentially you could enter in "internet trolls and bullies'" information such as screen grabs and bios. It would then be cross referenced with other information people submitted about the same person with the ultimate goal being the revelation of the person's IRL identity and internet activity which could be searched by potential employers and the general public.
Think Troll Trace from South Park.

Yep, including people who speak out against vicious dictatorships within those countries. She’s despicable. As much as I despise many of the big name SJWs, even they realize the horrors that could cause. RPB doesn’t give a shite, and PJW is defending her in the name of his employer.
