The chief election officer in most states is the Secretary of State. I think since the midterms are national elections (even though each state has its own voting), prosecutions can be brought in D.C. where Jeanine Pirro is U.S. Attorney.

Cases where the feds are suing a state are handled in the federal district court of the federal district the state is in, not DC.

In Louisiana, all they have to do is check a box that they are a citizen.
We passed a law 2 years ago that people need to provide proof that they are a citizen.
It's still not being enforced.
