She wasn't around for the bump stock ban.
Trump is mainly a populist, so if you get outside one of his core beliefs (immigration, Iran, etc) he's going to take the easy route. That's what he did with bump stocks and that's what he's doing here. This is a great move, I just don't think it's evidence of some major shift.
