You are not very bright. It worked like this ...
Some Congressperson sponsors funding USAID to study trannies in Mongolia. USAID hires said Congressperson's 3rd cousin to conduct study. 3rd cousin donates half back to DNC and pockets rest. Trannies in Mongolia report is made up out of thin air. You should review some of the crazy shite USAID funded. And even the somewhat legit aid required kickbacks to DNC most likely through ActBlue.
