The primary purpose of the census is apportionment of the House. Pursuant to Article One of the Constitution, the House is apportioned based upon “persons,” not “citizens.”. As such, we need to count every “person.”
I see no harm in ALSO determining citizenship, EXCEPT that such a question may provide a disincentive which discourages non-citizens from completing the census ... and thus creating an inaccurate apportionment.

What conceivable relevance would that have to the explicit language of Article One regarding the census and apportionment? Whether they get to vote is utterly irrelevant to whether they are “persons” who must be COUNTED for purposes of apportionment.
Start by actually reading the Constitution. It can be instructive.

Here's your problem. If the purpose is House aportionment, and only citizens can vote for House members, then why are illegals counted in the census if they can not vote? Seems like the illegal population should have no bearing on house apportionment if they are not represented in government.

I guarantee you that the founding fathers never expected porous borders and 30M invading foreign nationals streaming into our nation with the express purpose of a parasitic existence.
You can parse words all day long, but when they said "persons," they absolutely meant "citizens."
Take it to the SCOTUS. I dare you.
