You either jumbled it alot, or he is an idiot, hah.

Touching with a feather at the top won't do anything significant. It starts it's descent at 0 velocity regardless.

Highly unlikely to kill someone. Takes about 250fps just to break the skin.

No, people get hit by falling bullets all the time when the intent is to fire into the air for celebration, not firing specifically at anyone. Anything that preserves the ballistic trajectory, which includes some very high angles, can be dangerous.

Mythbusters even did a whole thing on it. You can likely find it or something like it on youtube.

Maybe, I've never seen data on that, but it may depend on the round. FMJ 10mm vs .223 probably makes a huge difference.

Favorite story about bullets coming down is from some guy who used to work maintenance at the Superdome. Said they'd find slugs on the floor all the time right around where they'd find new roof leaks. Said lot of idiots from the former Melpomene and Calliope Housing Projects would go nuts during holidays and cause a lot of leaks. Also used to shoot at the roof of the dome as they'd drive along the Pontchartrain Expressway. Said that is why they used different colored green panels on the side of the Smoothie King Center when that was built. Said that if they got shot enough times they'd replace them and didn't want the color to be noticeably different from the one right beside it.

What he was probably saying was that if you drop a feather and bullet from very high up in a vacuum they would hit the ground at the same time.
