Yes, if you shoot a bullet perfectly straight into the air, it will tumble and fall and not be very harmful. However, if it has any ballistic arc whatsoever, it still comes down at lethal velocity. There are thousands of documented cases of this.

At low angles this can be true... But I am guessing that's not what the mayor meant.
A bullet fired a couple of degrees above horizontal is going to lose very little of it's energy as it arcs downward.

we played havoc in bullet holes in roofs. Seems the nearby locals customarily shot enough rounds that many hit our roofs and created leaks, besides the ongoing battle against regular leaks in all fenestrations and quite a few WALLS.
There have purportedly been more than one person killed by these.

The mayor is not wrong, what is wrong is the title of the post. It was written in a failed attempt to signal the virtue of the OP who resorted to distorting the words of the mayor and then, knowing they would most likely not be called out for doing so, included the mayors actual words which does not mention velocity at all but does mention the fact that what goes up eventually does indeed come down and in the case of a projectile fired from a gun can indeed penetrate the roofs of structures and has been known to kill people. It is illegal in all 50 states to fire a gun in a "celebratory" fashion because of this and the reason things like 21 gun salutes are funerals are done with blanks...because, as the mayor states, what goes up must come down.
