Yup. Clinton only won ~43% of the popular vote in 1992. Ginsburg was nominated in 1993. Clinton again failed to reach a majority in 1996. He only got 49.2% of the popular vote.

So at worst... we'd be swapping less-than-majority-elected presidentially appointed justice for another less-than-majority popular vote presidential appointed justice.

The percentage of popular vote was Clinton 43.0 % to Bush 37.4% so Clinton won the popular vote.

So? Winning the popular vote means getting more votes than any other candidate. See Hillary Clinton in 2016. She “won the popular vote” but didn’t get a majority of them....just like her husband

Ah, yes that is correct. Didn't win the a majority of the vote. Either way, it's pretty clear Clinton didn't come in with much of mandate his first term, and I don't recall many Democrats bemoaning RGB's appointment at the time.
