Trump is going in to take a nap. When he wakes, if the money is on the table he’ll know he has partner. If it’s not, he’ll know he doesn’t.

Shouldn't pay tax dollars for either, but the amount of private investment from Americans in Cuba would more than cover it. Between American casinos and hotels, and Cubans that would re-patriate it would be a massive economic boom.
I'm inherently skeptical of all foreign involvement, but this one makes too much sense from all angles.

Why should we pay for any of it?
Won't have to other than required military assistance to the new Cuban government. Investment will flock to a free Cuba from all over the world.
