I can take a guess. Restaurants have been holdings of the "families" as their legit sides for... Well... As long as I know of.
When the feds started doing wire taps on the mafs, they probably started using it, as something many of them were familiar with, to avoid directly incriminating themselves in a (presumably) recorded call.

Take a quick look at your beloved internet, and look up the murder rankings for Kansas City over the last... 25 years or so. Various areas in or in the vacinity of, KC is where I've lived most of my life.
Now, you could come on over to KC, and I could introduce you to some Bloods that know allllll kinds of fun slangs for murder, including 86.
