Yes they do and to the extent that Russia could destroy every country on Earth if it were unleashed. What makes anyone think that there are “rules” that would prevent these weapons from being used if Russian military personnel and equipment began to be degraded on a conventional battlefield?

I can't imagine nor do I want a war with Russia. But on the other hand I do think Russia is not the least bit concern that things they may do will either destroy the integrity of a bordering country or perhaps provoke some countries on the other side of the border. What do we do if Russia decides they need to reconfigure Eastern Europe??

We've been conditioned to "wars" against cave dwellers and terrorist cooperatives where we go in occupy a country, drone strike some dudes and push our enemy around. Pretty much take whatever we want because it's the US military vs a limited network of bad guys.
We've been at "war" so long the prospect of another one doesn't resonate as much as it should thanks to a 20 year occupation of Iraq/Afghanistan.
Getting into a war against Russia isn't remotely comparable to the war on terror. Or even the Gulf War, Korea or Vietnam. It's a nuclear power with the ability to go toe to toe with us.
