Still comes down to resources and the ability to defend yourselves.
The US enjoys extremely beneficial geographic conditions (2 oceans and 2 mountain ranges between the US and it's enemies).

Why do you think the IRS hired 87,000 agents, they will snuff this out with a quickness.
Now if they really wanted to collect taxes, they could forego those agents and just add a VAT tax and collect billions when those 50 million illegals buy stuff...but that would be too simple and make too much sense.

Now we just need the pillow guy to get some better site designers on board and build a better website for shopping. ATP he is the only one that could build a website that can compete against the amazons, targets, Walmarts etc. May take a little but he needs to modernize his horrible early aughts look.
