Actually the problem is that they offered low cost birth control for the average woman (not necessarily poor), since obamacare covers birth control this stream of revenue is drying up.
But the funding cuts by states hurt. What would happen if you had a 25% paycut? Would you have to cut some meat? Maybe even a bit of bone.
The bigger issue is an increase in costs associated with state regulations. Things like they must have drains in every room, or hallways must be so wide, or they have to have a specialty surgeon on call at all times are what is really dinging them. That stuff is expensive, and for clinics that don't do surgical abortions but are expected to comply, its just ridiculous. And is proof of the "war on woman"
I am not a fan of that meme, but when state regulators are making decisions to limit access to reproductive services, I don't really how you can call it anything else.
