all other efforts have failed. the south as a whole has failed at teens having babies.

If states offered free vasectomies, free tubal ligation etc etc, it would reduce unwanted pregnancy too. Hell. if the state made it a crime punishable by 5 years in prison to get pregnant under 18, it would reduce teen births.

Just because a result is positive doesn't make a policy one we should institute.

Given that the teen rate for blacks/hispanics is more than double that of whites/asians, is what you describe a southern policy problem or merely a demographic one?

Not as much as you would think. And for every guilty verdict there would be $100K in court costs plus $50K per year to incarcerate plus whatever it takes to now take care of the many parent-less children. Plus War on Women for making it a crime to get pregnant. ]

Please tell me the reasons why we wouldn't institute policies that have positive results? I would only reject one if there was some significant negative result that couldn't be ignored. What would that be in the case of subsidizing contraceptives, etc?

Damn. Really? You can't think of any policy that might have a "positive" result that you wouldn't be a big fan of?

OK. The Death penalty for ANYONE caught stealing ANYTHING. Only one appeal allowed and 12 months to get it in.

That would absolutely result in less theft.

both more than likely. i'm against state sponsored everything for the most part, but the parents have failed. if something isn't done to curb the out of control unwanted baby birth rate...

The women who give birth early as you describe vote as a virtual block for Democrats. Meanwhile, those women who wait, get settled and then have babies are SUBSTANTIALLY more likely to vote Republican. But yeah. I'm sure in your idiotic mind, your assertion made sense.
