So that the stashes containing fentanyl-laced heroin and cocaine in South America doesn't trace the fentanyl back to medical stockpiles rather than domestic manufacturing? Are you basing that on your "decades of history and data?

You'd have to show that the particular fentanyl was making it to the US
We know that almost all of fentanyl coming into the US is coming in through Mexico and Canada, via China.
