HRC probably paid for this. And dictated the semen on dress part to CNN and she thinks it is a huge gotcha as she rocks in a rocking chair like a loon. Remember HRC/DNC got caught in 2016 paying women to claim this? It will take them from now until Trump is the President again to haul out all of these women again.
