I found articles back to 2010, which was the start of the time period I set for the google search.
He had definitely spoken about it and there have been articles written about it prior to 2019. He has even given speeches at conferences for speech impediments.
However, I agree that they are using the stutter as an excuse for his current gaffes. Switching to "you know the thing" was not (in my amateur opinion) caused by his failing to pronounce the correct word. He straight up forgot what he was talking about.

The fact that the DNC is running Joe is fact evidence that neither they not their voters care one bit about winning an election.
Al they care about is grasping power for the party, and they know the fix is in for November. They know Joe will end up with the electoral votes to win the election. They won't make the same mistake they did in 2016. (by any means necessary).
They also know Joe won't last the first 100 days in office. He'll resign due to health reasons, or he'll be forced out by the DBC to clear the way for the VP to become the first black woman president.
