This problem is the result of having a patchwork of states who legalize marijauna. The illegal growers raise it in legal states to sell in states where it's not legal.
The obvious answer is to legalize it in all states and take away the incentive to the criminals.

I live in a rural county in Oklahoma, and the next rural county over had a grow operation that had imported a bunch of Chinese nationals. One of them killed one of his bunk mates. It was initially described as a murder, but I have not heard anything about it since, and that was over a year ago.
My son had a grow license, but after all the corporations came in, they jacked up the license fees and my son and a lot of other like him got priced out.
