Of course they are. The released this shite as part of the trade war, we may be at actual war with these frickers before this is over. If this gets traced back to them as intentional there will be shots fired.
Remember, this is a country that harvests donor organs out of otherwise healthy people because they are a religious minority. This is a country that has no respect for any type of human rights. This is a country that will drag a woman out of her home in the dark and perform a forced abortion because she already has 1 (now 2) children. These people are not like us, they would not hesitate to unleash a bio weapon to further their cause.
