Anything is possible but he has not shown the propensity to change is mind in the general direction on these policies and he has a track record to back that up.
As governor Ron has not established a track record on these policies because these policies are not in a governors purview.
Now, as a Representative he does have a track record on trade. A policy direction opposite of Trump and that was on his vote to give Obama fast track authority on TPP. Trump killed TPP.
