If civil war were to break out, I think these states/ regions would prevail and conquer the other states.
These are the states with the most resource and would lead the regions.

And what are California and New York going to shoot with?
From my experience, the people in the cities of these states would most have to worry about the rest of their states. Upstate NY hates NYC.
