If you have something that puts out enough microwaves, or x-rays, and can keep it on a living target for long enough from close enough, sure. The power for it has also got to be mobile, and I bet that’s why he has the big van.

I'll have to show that to the electronic techs at work.
The particle accelerators we use would do it in a heartbeat but those use a 500kv power supply that weighs a few tons... Something between that and a portable X-ray machine might fit in a box truck.
