They are following the rules. FIFA has a mechanism in their rules for this exact situation.

There's no appeal process for a country to file an appeal on their own. But there is a FIFA judicial body that can chose to take up a review, which is what happened here. UEFA, Belgium, and the TDS patients are missing that part.

The foul in question didn't even get called at all when viewed in real time because both players were playing the ball and the contact was incidental to that, not malicious or intentional.
