I hope to God, he doesn't actually do this. Someone needs to talk some sense to him.

I had the same thought. Something isn’t right with him.
I think it might just be that he’s reading a prepared statement he hasn’t memorized instead of shooting from the hip

Might be a combo of stress and overload.
I imagine it’s over whelming to get all of the facts straight and an understanding of the procedure while fielding phone calls and making decisions
