Barr is a swamp weasel. I guess he didn't see the declassification memorandum like we did here. Or maybe he thinks people actually involved in helping declassify the Crossfire Hurricane documents are lying like he does.

Trump did have SCIF for his residence until several months ago when Biden pulled Trump's security clearance unbeknownst to Trump. The pulling of Trump's security clearance then triggered the loss of the SCIF for his residence.
As to the people who just think that Trump grabbed classified documents by himself---every single one of those documents had to go through a clearance level at every division and then they go to the Mandatory Declassification Review process. The National Declassification Center which is under NARA then reviews every single piece of paper. If any document is deemed problematic the documents then go to the Interagency Security Classification's appeals process which has representatives from the agency(s) which might be impacted by the documents. After all of that declassifed or not the documents that pass muster are then given to the President.
It is very frustrating to hear the Media and Politicians regurgitate the same wrong information to the public with Trump because they are peddling complete bullshite and many people have fed into the fake narrative because they didn't do their own homework.

Honestly, and I’m not gonna lie this time, I believe you’ve got down perhaps ~1/5 of the total relevant law and other indispensable considerations required for a satisfactorily comprehensive opinion or conclusion here.
I think I’m a little further along than you, but still not enough to hit the spot. I haven’t seen anyone here who has command of the full 5/5, fwiw. It’s all speculation, each one lacking one of more of the 5/5. Thus incomplete opinions.

There were two EOs (or if not tech EOs, memos) released reflecting his decision to declass CH docs of all information contain in "the binder." Meadows turned that over to DOJ ~ and they were supposed to give a copy back to Trump with the items he directed redacted. I am pretty sure they did not give him that binder back, but if any of the docs in the binder or which otherwise are encompassed in the scope of his order they are declassed.
Hell- if he changed his mind at 11:59 on 1/20/21 and told Kash- "I changed my mind, declass everything..." it would be binding (agree w/ BB reckless in that instance without proper evidentiary trail, but that is just a matter of evidence).
IOW- Trump trumps the bureaucrats and congress cannot encroach on the Chief Executive's inherent Art. II authority.
