Former acting Director of National Intelligence Richard Grenell said that, based on President Joe Biden’s initial executive actions, he believes someone else is actually setting the agenda — Susan Rice.
Grenell raised eyebrows earlier this month when he first said he believes that Rice, who was President Obama’s UN ambassador and national security adviser and is now serving as Biden’s domestic policy director, is calling the shots in the current administration.

Exactly correct, and Susan Rice doesn’t make a move that is not approved by Obama.

No he’s not. Stop obsessing over Obama. All he’s doing now is writing memoirs and making speeches. And hell, Susan Rice isn’t actually in charge either. She answers to a shadow council of oligarchs. This council wants you to think Obama is in charge. He’s the mere clean frontman.

Stop, think it through: how is Obama making money these days? Memoirs, speeches, and gifts from the oligarchy. He has no real outside vested interests in say Middle East policy. He sold his soul to Satan to represent the oligarch’s interests, and out of office he gets to hang out with all the celebrities, these people worth tens/hundreds of billions of dollars give him tens of dollars, and lives the comfortable life. He’s not the one in charge.

....and she's just the point person. Obama is directing her, and Heaven only knows who is handling Obama.
