Yes, but his dementia (due to what looks like Parkinson's to my non-MD eyeballs) was still very apparent even back then. He showed all the classic signs, but they kept him hidden in his basement "because COVID", so you didn't have many chances to see it. And when it was clearly visible, everyone ignored it because orange man bad.

Its ok to say "I was wrong. At the time I thought Biden would be better but he hasnt been." Even Obama admitted that he was worried about Biden fricking everything up, especially with foreign affairs.
Biden's foreign policy has been atrocious. Hes made a mess of everything that has been on his radar.

That was no more part of his re-election campaign strategy than Trump's running afoul of federal and state laws. Biden simply is the beneficiary of events which redound favorably toward his re-election.
