Well as Obama demonstrated, you don't have to do anything to win. Biden is quite capable of doing nothing as shown by his entire career.

Obama managed to win and he was in office for 11 days before the nomination cut off date.
So, no. You don't have to do ANYTHING except be liked by the committee to WIN a Nobel Peace Prize; much less be just nominated.
