Yes it did. Millions of American toddlers were separated from their families during the Obama Administration when their parents committed a crime.

As far as doing it to citizens of other countries... If an illegal immigrant was caught for the second time illegally crossing with the border under the Obama Administration, and they had a toddler with them, they were separated.
