Based on what I have seen, the report clears the upper people of the IG

It states that management did not have the all of the details to make a proper decision.

Your not allowed to have factual errors with a FISA application. Much less not following the Woods Procedure
Fricking those processes up four times is a crime. That’s why people at the very top of the chain have to sign off. The top guys don’t get a pass because the people below them crapped all over the process
