what do you think they charged those guys in 1964 who murdered the black guys in mississippi when the state refused to charge them?
the DOJ charged and prosecuted them for a state crime the state refused to prosecute

In 1967, after the state government refused to prosecute, the United States federal government charged 18 individuals with civil rights violations. Outrage over the activists' disappearances helped gain passage of the Civil Rights Act of 1964.[5] Forty-one years after the murders took place, one perpetrator, Edgar Ray Killen, was charged by the state of Mississippi for his part in the crimes. In 2005 he was convicted of three counts of manslaughter and was given a 60-year sentence.[6] On June 20, 2016, federal and state authorities officially closed the case, ending the possibility of further prosecution. Killen died in prison in January 2018.

All the jurors, except one voted him innocent. There was one juror who insisted he was guilty and would not budge.
