My most memorable DMV experience was several years ago (pre-Covid), the one line had a three hour wait. A second line had nobody, so I looked around and gave it a try. A middle-aged white male turned me away stating this line was for non-English speaking only.
So to them you get punished if English is your first language, while this guy would sit around doing nothing.

Before the DMV here in Texas went to scheduling appointments, people used to line up outside the building before it opened. When they opened, they would let a specific number of people in at regular intervals and lock the doors again. The reason was their metrics measured wait time based on how long you were inside the office. The office might be open for close to an hour before you are allowed to enter but the clock only starts ticking when you are allowed inside.

One of those stations might be a manager that also works the line. They may be doing reports dealer work IRP or several other things. Not making excuses but they do a lot of stuff you don't realize.

DMV is trash all over man. lazy arse government employees. these days if you do not have an appointment. u had best get there at opening time and get in line outside or you have no shot of getting things done.

Figure out when it is convenient for you to go to the OMV.
Go online and make an appointment for that time.
Appear at that time, and OMV will help you at that time.
It is unfortunate that so many have such difficulty with the ease and convenience provided by the OMV. It really isn't difficult

I made an appointment. Did you read my post?
I had to get my kid a TIP card. That can only be done at a state DMV location.
