Unfortunately, Massie does. He thinks being a thorn in the side of the people he needs to pass any meaningful legislation can be overcome if he is principled enough.
Either that, or he just likes the attention it gives him by being a standout. Like how Jeffries and Booker give long-winded speeches that result in nothing. The difference is that everyone here makes fun of them when they do it. It's a good way to fundraise, so it's understandable at least.
