Probable cause of what exactly? If the officer has probable cause to justify an arrest, he can get a neutral federal judge to sign off on a warrant.
Following the logic in this thread, if a Democrat wins and declares a group like the NRA as a terrorist organization and orders the ATF to issue themselves administrative warrants to detain everyone who donated to them as materially contributing financial support to a terrorist organization then that is totally fine.
