Well, let's extend that blame a bit. You have blue states saying they won't be funding food stamps. It seems that if Fedgov can move money around to pay troops, surely the states could delay the start of some IT projects (which cost tens of millions,) or do something for a few weeks to make sure they feed their people.

Better be strapped if SNAP isn’t paid out and you have to go to grocery store if you live in an area with certain demographics
