The supposed quote doesn't match the transcript:

The entire quote in context (and the quote was inaccurate to begin with) isn't all that incoherent. He was referring to the electoral process in times of crisis and how we've never sacrificed the republic at those times.

If anything, he was surprisingly coherent vs his usual mouth salad.

He does say "sakes" - which they've obviously corrected to "take" (not sure I agree with doing that, although it's clear that's what he meant). He also meant to say flu of 18 and not 16, so he got that wrong. In any event, if you listen to it, it's really just not confusing at all.

FWIW - the "word for word" that you posted has many deviations from the actual video.
