Which is exactly why the whole political sham works. We all value safety and comfort more than right or wrong, which might be an ok gamble. Therefore, we allow ourselves to be taken advantage of, for the political class to run rufshod over law, decency and fairness.
It is what it is. We can all sit here and complain, but without actually taking a risk - it is what it is.

You're going in a completely different direction.
Criminals have always shown that they have more risk tolerance in this scenario. This has been a thing since Sumer. Hell, specifically, you can go back to the Code of Hammurabi in Babylon to see concrete proof. The only reason it was necessary to create a code with criminal punishments was due to people making these same choices 4000 years ago.

I’m going to assume that it was a reference to John Locke’s Social Contract, as Jefferson and Madison borrowed from it. It simply means that the people agree to yield power to their elected government in exchange for that government protecting the rights of the people and serving the will of the people.
THAT social contract hasn’t been honored on the government end since I can remember, and Locke said that when it’s not, the people have the obligation to change or overturn that government.
