In all likelihood the ALEA was negligent here

But given what we know about the FBI, would it be shocking if the letter was genuine, if they didn't disclose his history or ring the appropriate alarm bells?

The FBI protected him when he raped a co-worker. I have no doubt that many regional directors would give a good recommendation.

A G15 in the FDIC was fired secretly for check kiting. He was never turned over for prosecution. As soon as he was fired, he was hired by a bank holding company. He left that job and was hired as an S&L CEO. He embezzled from his S&L causing its failure. I don't think that there was any significant recovery in receivership. The S&L's plundered money was lost in the stock market. I always wondered whether the stock brokerage was a party to the embezzlement.

It's not just the Feds--large organizations are rarely moral.
